No, but it should be close. Rare is the proposal that gets submitted in the exact manor it arrived to ORSP. There are often several rounds of revisions between the PI and the Pre-Award Administrator to make sure the entire proposal package (narrative, budget, justification, accompanying documents) is consistent with agency, university, and applicable guidelines.
