I'm planning to submit but there is no formal Request for Proposals (RFP). What do I do?

If you have been in contact with an agency about a potential funding opportunity, then you will follow whatever requirements they have communicated to you (such as emailing a PDF of the scope or mailing a letter of interest only). Provide to ORSP any contact information you have for the agency.
