Technology Control Plans
A Technology Control Plan, or TCP, may be required when export-controlled technology, technical data, software, equipment, materials, hardware, or other controlled items or information must be protected from unauthorized access, use, release, disclosure, or observation.
A TCP establishes safeguards to protect controlled items, information, or technology and limit access to authorized individuals. A TCP may be appropriate for activities involving export-controlled technology or technical data, controlled equipment or software, defense-related items or technical data, sponsor-imposed access restrictions, or other activities requiring specific export control safeguards.
Technology Control Plans may identify:
- The controlled items, technology, technical data, software, equipment, or materials that require protection;
- Individuals who are authorized to access them;
- Physical, electronic, and procedural safeguards;
- Restrictions on access or release to unauthorized foreign persons;
- Required training, documentation, recordkeeping, and monitoring procedures; and
- Applicable export classifications, licenses, authorizations, or other requirements.
The Principal Investigator or responsible project lead is responsible for implementing and following an approved Technology Control Plan. The Export Control Officer will assist with determining whether a TCP is needed, reviewing applicable export control classifications and access restrictions, and determining whether an export license or other authorization may be required.
