Technology Control Plans
A Technology Control Plan, or TCP, is required when export-controlled technical data, technology, software, equipment, materials, or hardware must be protected from unauthorized access, use, disclosure, or observation by non-U.S. persons.
A TCP helps ensure that restricted items, information, or technology are properly secured and that access is limited to authorized individuals. This may be necessary for projects involving export-controlled research, sponsor restrictions, proprietary technology, controlled equipment, restricted software, defense-related items, or other sensitive research activities.
Technology Control Plans identify:
- The export-controlled items, data, technology, software, equipment, or materials that require protection;
- Who is authorized to access them;
- Physical, electronic, and procedural safeguards that must be followed;
- Restrictions on access by non-U.S. persons;
- Required training, documentation, and monitoring procedures; and
- Any licensing, classification, or approval requirements.
The Principal Investigator or responsible project lead is responsible for implementing and following the Technology Control Plan. The Export Control Officer will assist with determining whether a TCP is needed, reviewing export control classifications, identifying access restrictions, and assisting with license determinations when required.
