Export Controls Resources

The resources below are provided to help University personnel identify activities that may require export control review, documentation, or additional guidance from the Export Control Officer.

University personnel are encouraged to review the University’s Export Control Policy and Export Compliance Procedure Manual as part of the export control review process.

Export Control Review

If you are unsure whether your activity may involve export-controlled items, technology, software, technical data, equipment, materials, international shipments, foreign person access, restricted parties, or other export control considerations, please complete the Export Control Review Checklist.

If the checklist indicates that assistance from the Export Control Officer is needed, please complete the Export License Review Worksheet and submit it to researchsecurity@louisiana.edu.

Helpful resources:

Examples of activities that may require review include:

  • International shipments or hand-carrying equipment, materials, software, or technology outside the United States;
  • Activities involving restricted parties or sanctioned destinations;
  • Access to controlled technology, technical data, source code, software, equipment, or materials by foreign persons;
  • Sponsor restrictions on publication, participation, access, or dissemination that may affect the fundamental research exclusion or create export control considerations;
  • Projects involving defense, military, space, nuclear, encryption, controlled biological materials, or other export-controlled technologies;
  • Receipt or use of proprietary or export-controlled information from an outside party; or
  • Activities involving controlled equipment or technology subject to federal sponsor requirements.

Visiting Scholars and Scientists

Export control review may be required when a visiting scholar, scientist, researcher, or other foreign person will have access to University research, equipment, software, technology, technical data, controlled materials, or other restricted information.

The presence of a foreign visitor does not automatically mean that an export license is required. Whether export control restrictions apply depends on the technology, technical data, software, equipment, or other items involved; the individual's access; applicable export classifications; destination or nationality considerations; and other regulatory requirements.

When applicable, the visitor should review and sign the Visiting Scholar/Scientist Export Compliance Acknowledgement. The form should also be reviewed and signed by the appropriate University representative and submitted to researchsecurity@louisiana.edu.
