Regulatory Agencies & Regulations
The US Department of Agriculture (USDA) upholds and enforces the Animal Welfare Act and Regulations and the USDA Animal Care Policies. They maintain the USDA Animal Welfare Information Center where a wealth of information can be found, including searching for alternatives and the Rs, reduce, refine, replace.
The Office of Laboratory Animal Welfare (OLAW) is the agency charged with enforcing the Public Health Service (PHS) Policy on Humane Care and Use of Laboratory Animals that regulates animal use that is funded by the PHS. It also provides quarterly educational webinars
PHS Policy requires institutions to utilize the principles and practices described in the Guide for the Care an Use of Laboratory Animals (the Guide). This can be read online or a PDF can be downloaded.
Reduce, Refine, Replace, Alternatives & Euthanasia
Reduce, refine and replace is our mantra when animals are used in research. We search for alternatives that allow us to reduce the numbers of animals or procedures per animal; refine the techniques to reduce pain; and replace the animals, when possible, with less sentient animals, computer models, simulations or cell and tissue culture. These references are provided to assist you with your experimental design and justifications as you complete your animal procedure statement.
